Chapter 26 - The Shadow Syndicate

Within fifteen minutes, the MH-60M Black Hawk was airborne again, skimming low over the black swells toward the submerged silhouette of the USS *Manta*, a classified *Seawolf*-class nuclear fast-attack submarine lurking thirty fathoms beneath the international shipping lane.

The extraction was flawless. Claire, Dante, and Leo were lowered via tactical hoist through the sub's dry-deck shelter hatch. The transition from the screaming rotor wash of the open sea to the pressurized, sterile hum of the submarine’s interior was disorienting.

Commander Nathan Ross, the submarine's captain, stood at attention in the auxiliary control room as Claire stepped onto the deck plates, holding Leo securely against her chest while Dante limped behind under the watchful guard of two armed master-at-arms.

"Admiral on deck!" Ross called out.

"At ease, Commander," Claire said, unstrapping her tactical helmet and shaking her dark hair loose. "Report status."

"We’ve established an encrypted link to the Pentagon War Room," Ross said, casting a wary, suspicious glance at Dante Moretti’s bloodied figure. "Secretary Albright is on the secure line. But Admiral... we have an anomaly."

"Explain."

"The signals we intercepted aren't coming from a mercenary headquarters," Ross said, gesturing to the illuminated sonar display. "They are being routed directly from the Office of the Deputy Chief of Naval Operations in the Pentagon. Julian Vance isn't running an external syndicate. He was just the civilian broker. The real architect of Project Leviathan is inside our own high command."

Dante stepped forward, ignoring the weapons trained on him by the guards. "Vice Admiral Sterling," Dante said coldly. "He was Thomas Vance’s commanding officer twenty years ago. He’s the one who authorized the scuttling of the three decommissioned submarines that never actually arrived at the scrap yard."

Claire’s eyes flashed with lethal understanding. Vice Admiral Sterling was the very man who had presided over her promotion inquest just forty-eight hours ago. He had sat in the front row, smiling, pinning the star to her shoulder, while orchestrating the slaughter of everyone who could expose his shadow empire.

"He thought I would stay in Washington and play the political game," Claire said, her voice dropping into a deadly whisper. "He wanted me occupied while his contractors secured the key."

Leo cooed softly, reaching out and tugging on the silver pendant. The locket emitted a faint, high-frequency beep, its internal micro-circuits aligning with the submarine’s navigation sensors.

On the master terminal, a hidden file unspooled: *Leviathan Vault — Submerged Trench, San Lorenzo Ridge.*

"Set heading two-seven-zero," Claire commanded, her voice ringing through the command compartment with unyielding authority. "Full silent running. We’re going to the bottom of the world."
