Chapter 20 - Operation Black Trident

The massive steel blast door of the National Military Command Center—the Tank—sealed shut behind us with an ominous, echoing thud.

The room was bathed in the pale blue glow of encrypted satellite displays. Around the massive, horse-shoe-shaped conference table sat the Joint Chiefs of Staff: the Chairman, the Chief of Staff of the Army, the Commandant of the Marine Corps, the Air Force Chief of Staff, and the Chief of Naval Operations.

Every single eye in the room turned toward me as I entered, my single silver star gleaming on my crisp uniform.

"Admiral Ellison," the Chairman of the Joint Chiefs, a four-star Air Force general, spoke from the head of the table. "Take your seat."

I pulled out the leather chair designated for the Deputy Director of Naval Intelligence. Before me sat an illuminated monitor displaying a live satellite feed of the Spratly Islands in the South China Sea.

"At zero-four-hundred this morning," the CNO began, clicking a remote control, "a fast-attack submarine, the *USS Michigan*, intercepted an encrypted signal originating from a commercial maritime freighter flying a Panamanian flag. The vessel is owned by a subsidiary of Vance Global Logistics—Marcus Vance’s primary maritime holding."

The satellite image zoomed in on the freighter, showing heavy shipping containers secured on the main deck.

"When federal agents breached Marcus Vance’s McLean mansion," Henderson explained, stepping up to the tactical screen, "they discovered an encrypted transceiver communicating directly with this vessel. Marcus Vance wasn't just laundering campaign money through his sister-in-law’s charity, Claire. He was using the family foundation’s private shipping lines to move classified intelligence hardware out of the country."

My mind raced through the tactical possibilities. "Hardware from which program?"

The CNO looked at me with an expression of profound gravity.

"Operation Black Trident. The deep-sea acoustic surveillance network you designed four years ago when you were stationed in Bahrain."

A cold dread coiled tightly in my stomach. Black Trident was the crown jewel of American naval dominance in the Pacific—an invisible network of seabed sensors capable of tracking foreign ballistic missile submarines the instant they left port.

"If that freighter reaches international waters within the next six hours," the Chairman said, leaning forward, "the complete cryptographic schematics of our Pacific submarine warning network will be in foreign hands. Marcus Vance sold the access codes for forty million dollars to an intermediary operating out of Hong Kong."

The Chairman pressed his hands flat against the mahogany table and looked straight into my eyes.

"The White House has authorized a covert interdiction operation. But the freighter is operating under commercial immunity in congested territorial waters. A standard naval assault will trigger an international diplomatic crisis."

The Chairman slid a red binder marked *TOP SECRET // CODEWORD UMBRA* across the table to my station.

"You built the Black Trident architecture, Admiral Ellison. You know the Vance shipping protocols better than anyone in the United States military. And your former husband, Owen Vance, was the logistics director who signed the bills of lading for that exact freighter before he broke ties with his family."

The room fell dead silent. The Joint Chiefs waited.

"Admiral Ellison," the Chairman commanded. "As your first operational directive as Deputy Director of Naval Intelligence: What is your order?"

I looked down at the operational dossier. On the top page was a photo of the freighter, along with an encrypted manifest bearing the signature of Owen Vance—signed only two days before he had arrived at my Georgetown restaurant.

Was Owen truly the penitent ex-husband who had handed me the keys to destroy his mother... or had he played me one last time to buy that ship enough time to escape?

I looked up at the Chairman of the Joint Chiefs, my single star reflecting the cold blue light of the operations screen.

"Scramble the SEAL Delivery Team from Guam," I said, my voice cutting through the silence like a tactical blade. "And issue an immediate federal warrant for the arrest of Owen Vance."
