Chapter 11 - The Echo of Gunpowder

The summer breeze over Fort Myer carried the smell of freshly cut grass and scorched artillery powder from the twenty-one gun salute. To anyone standing on the parade grounds, the nightmare that had begun on Christmas Eve in Evergreen was finally over. The corrupt local judges were in federal custody, the Vance family assets were being liquidated by the Department of Justice, and the two silver stars on my shoulders shone with uncontested authority.

Chloe stood beside my staff car, wearing a navy sundress that masked the faint phantom scars of frostbite on her fingers. She was smiling, holding a commemorative coin the Vice President’s aide had slipped into her hand.

"Mom," she said softly, shielding her eyes against the noon glare. "Does this mean we can just... be normal now?"

I reached out, smoothing a stray strand of dark hair behind her ear. Her skin was warm. That warmth was my religion now; I had sworn an oath that she would never freeze again. "Normal is relative, sweetheart. But yes. No more covert safe houses. No more midnight relocations."

My Chief of Staff, Colonel Marcus Vance—no relation to the disgraced Evergreen dynasty, though he had ruthlessly overseen their dismantling—stepped up to the car, his jaw clenched in that familiar, rigid posture that always signaled bad news. He held a secure encrypted tablet inside an aluminum Faraday briefcase.

"General," Marcus murmured, keeping his voice beneath the hum of the idling motorcade. "The CID forensic sweep of Julian Vance’s private vault at Pine Crest just finished decrypting the sub-level servers."

I glanced at Chloe, who was watching a pair of bald eagles circle high above the Potomac. "And?"

"Evergreen wasn't an isolated extortion ring, ma'am," Marcus said, his voice dropping an octave into pure ice. "The property Julian tried to seize from your late husband’s estate wasn’t about timberland or suburban development. It sits directly above the southern terminus of the retired Cold War bunker network, Sector Seven. And Julian wasn't acting alone. He had three wire transfers totaling forty million dollars cleared through an off-shore entity codenamed 'Ares Dominion.'"

My pulse didn't quicken; my training as a two-star general commanding Joint Intelligence forbade physical panic. Instead, my senses narrowed into lethal clarity.

"Ares Dominion is a private defense conglomerate," I said, cold calculation settling behind my eyes. "They lost the hypersonic missile guidance bid to DARPA six months ago."

"Yes, General. And before your husband, Colonel David Whitaker, died in that classified crash in Helmand five years ago, he was the lead test director for that exact propulsion system." Marcus looked directly into my eyes. "They didn't freeze Chloe on the mountain because Julian hated her, Eleanor. They were torturing her to draw *you* out of black-ops cover. And now that you're in the public light... they know exactly where she sleeps."
