Chapter 28 - The House of Cards

Daniel sprinted to the wall of digital harbor tracking monitors flanking the boardroom. Natalie, who had set up her laptop at the media desk, gasped as she bypassed the port authority’s internal firewalls.

"Daniel, Berth 9!" Natalie cried out.

On the high-resolution satellite feed, a mammoth container vessel—the *Bellamy Horizon*—was already moving. Its mooring lines had been cut, not cast off. Thick black smoke poured from its twin stacks as its massive propellers churned the dark harbor water into frothing foam.

"The ship isn't scheduled for departure until tomorrow afternoon," Agent Vance shouted into his radio. "Coast Guard Sector East, this is Vance! Intercept the *Bellamy Horizon* immediately! Do not allow that vessel to clear the harbor limits!"

"It’s too late, Vance!" Charles Bellamy laughed hysterically, his voice muffled as the marshals forced his head down toward the carpet. "Graves didn't just come to your house for the papers, Daniel! He was the distraction! The real cargo was loaded three hours ago under diplomatic seal! If that ship clears territorial waters, every piece of evidence linking the offshore syndicates to the port vanishes forever—and Havenwood burns anyway!"

Daniel grabbed the microphone from the podium, his voice ringing out across the auditorium and through every connected channel of the port's emergency communication system.

"All tug operators at Havenwood Terminal, this is Daniel Mercer. By authority of the Mercer Escrow Covenant and the Federal Maritime Command, execute Protocol Delta immediately. Pin the *Horizon* to the wharf!"

For five seconds, the speakers crackled with static. Then, a gruff, weathered voice broke through the channel—the voice of Captain Frank Alvarez, a seventy-year-old tugboat captain whose grandparents had arrived on the 1940 transport ship.

*"Mr. Mercer, we read you loud and clear. Eleanor Mercer kept our families alive. We’re on it."*

On the digital screens, four massive heavy-duty harbor tugs surged out from the shadows of Berth 4, cutting across the dark water in tight formation, their searchlights locking onto the hull of the fleeing cargo ship.
